Draft London Plan Consultation

The Mayor of London published a new draft London Plan on 16 July 2026 for public consultation. The Plan sets out the strategic planning framework for how London should grow over the next 20–25 years and will replace the current adopted 2021 Plan. A key objective of the draft Plan is to increase housing delivery, with a target of enabling around 558,000 new homes by 2037 (approximately 56,000 homes per year). The Plan places a strong emphasis on delivering more affordable housing while continuing to prioritise development on brownfield land. It also introduces a more flexible approach to reviewing Green Belt boundaries in limited circumstances where this is justified and supported by good transport links.

The draft Plan has been streamlined to reduce the number and complexity of planning policies, with the intention of making the planning system easier to navigate and helping to speed up planning decisions. It also seeks to support economic growth by safeguarding land for business and industry and encouraging investment in sectors such as life sciences, artificial intelligence, data centres, and advanced manufacturing.

Infrastructure and sustainability remain key themes throughout the document. The Plan links new development to investment in transport, utilities, schools, healthcare, and other community infrastructure, while maintaining ambitious policies on achieving net zero, improving energy efficiency, enhancing climate resilience, expanding urban greening, and encouraging sustainable travel.
